Planting Tulips Question....?

I read that you are suppose to plant tulips in the fall before it freezes. If I were to plant some bulbs now(60's and 70 degree weather) would they grow and bloom this summer or would it be best to wait until the fall? I really want to plant a tulip garden next to my house but don't want to plant a bunch of bulbs to have them not grow properly and waste a bunch of money....
