Do you think that "Rowdy" Roddy Piper is the anonymous General Manager on RAW?

Last night on RAW Michael Cole was reading an e-mail from the anonymous General Manager during the in ring segment with The Miz, when Mark Henry was announced as the new participant for Money In The Bank. As Cole reached the end of the message he was reading the GM said that "Everytime the get all the answers, I change the questions." This was something that "Rowdy" Roddy Piper used to say all the time when he was being interviewed during his active days as a wrestler. Do you think that this indicates that Piper is the General Manager and that it was a shout out to old school fans? Or could it be Vince McMahon's way of intentionally planting a "red herring" in order to throw fans off from the true identity of the GM?
