I let my mom borrow all my money and now she refuses to give it back.?

We went to a salon and my mom wanted me to cut my hair. i didnt want to but she did. She also cut and dyed her hair. What she didnt know is the salon only accepted cash. She was short $60 and she asked me for money. I gave it to her. My mom and stpe-dad were hungry and stopped at a burrito truck. Which only accepted cash. They asked me for $20 which was all i had left. Not only didnt they give me my chnage back but gave $2 to a person who was short on cash. When we got home i asked my mom for money back. She says why your not going anywhere, why do you need it. Today i aske her again and says no why do you need it. What should i do. I need to pay off some things at school and i was saving up for some new jordans.
